Village Appoints Police Chief

March 17, 2020 – Johnstown Village Manager has appointed Ibrahim “Abe” Haroon as the Police Chief of the Village of Johnstown overseeing all facets of the police department. Chief Haroon began his career in law enforcement in 2005. His past experience includes working for the Licking County Sheriff’s Office (2005-2007) as a deputy sheriff and most recently with the City of Pickerington’s Division of Police (2007-2020) as a police sergeant for the patrol division. In addition, he has also served as a drug recognition expert (DRE), a school resource officer (SRO), a crisis intervention specialist, and as an operator for the Special Weapons and Tactics (SWAT) team in Fairfield County, Ohio.

Chief Haroon holds numerous educational achievements. In 2015 he earned a bachelor’s of science in criminal justice administration through Globe University at the Minnesota School of Business. In 2017, he received a master’s of business administration (MBA) through Western Governor’s University. Chief Haroon is also a graduate of several executive police leadership schools which include graduate level studies at The Ohio State University’s John Glen College of Business Public Safety Leadership Academy (PSLA), Northwestern University’s School of Police Staff and Command (SPSC), and the Ohio Law Enforcement Foundation’s Certified Law Enforcement Executive (CLEE) program. Chief Haroon believes that personal development and growth is essential and is quoted saying, “The moment we stop learning is the moment we stop trending!”

Chief Haroon believes in strong family and community values. He is highly committed to serving the Village of Johnstown and is excited and optimistic about its future growth and development as well as working closely with the community. Building trust, transparency, legitimacy, and positive relationships are among his top priorities. Chief Haroon intends on having an “open door” policy for the citizens of Johnstown in order to gain a better understanding of the community’s needs and concerns whether it is good, bad, or indifferent.

Chief Haroon comes from a multicultural background and is a native of Pakistan. He has been married for 25-years to his wife Judy and has a son who will be attending the Honors Tutorial College at Ohio University in Athens this fall.  He enjoys camping, fishing, hiking, reading, and spending time with family and friends. 

Mayor Dutcher is excited for the appointment of Chief Haroon. “He has an exceptional record in law enforcement that will help lead Johnstown into the future. I ask that the residents and businesses of Johnstown welcome Chief Haroon to the community.”

Chief Haroon will be sworn in by Mayor Dutcher on March 30th. The Village Manger and Police Chief will hold a Facebook Live event during the first week of April to introduce Chief Haroon to the public. A public reception will be scheduled in the future.
